1. Preheat oven to 200℃ and line a baking sheet with baking paper. 2. Combine flour, cornstarch, garlic powder, onion powder, baking powder, paprika, salt, and black paper in a big bowl until well combine. Pour milk into the bowl then mix well with a whisk. If the batter is too thick, thin it out with more milk.

3. Add cauliflower into the bowl and toss it until the cauliflower is well coated. Add panko and toss again until coated. Place the battered cauliflower to the baking sheet in a single layer and bake for 20-22 minutes.
