Cook fusilli pasta with salt and olive oil according to direction but 2 minutes less than recommended. Don't forget to reserve about 250ml pasta water for later use. Set aside.
Melt butter on a pan with medium heat.
Add onion & sauteed until translucent about 3 minutes.
Add garlic, ground beef & smoked beef. Sauteed for 3 minutes. Set aside about 2 tbsp to a bowl for garnish.
Add flour. Stir frequently for 2 minutes.
Add 1/4 part of milk, stir until combined. Add the rest bit by bit so there will be no clump. Add 3 tbsp parmesan and cheddar and stir until all cheese melted.
Add chili powder, white pepper, chicken seasoning & parsley. Add pasta water. Adjust pasta water according to your need. Add more if too dry.
Adjust salt to your taste.
Add cooked fusilli.
Turn off the heat. Place pasta to a large dish.
Sprinkle with mozzarella, reserved sautéed beef, 1 tbsp parmesan, & parsley.
Grill with blowtorch on the top until mozzarella melt and a little bit burn.
Your pasta is ready. Serve per portion on a plate.
If you don't have blowtorch, you can grill it in an oven for couple of minutes.
