Make the sauce by combining all the sauce ingredients into a wet mill, then blender until the onion, ginger, and garlic are crushed. Set aside.
Shape the rice by pressing it into the bowl then place the rice in the center of the pan. Place beef slice on the side encircling the rice. Drizzle the sauce between the rice and the beef, then top it with sweet corn, scallion, butter, and black pepper.
Turn on the heat and cook altogether until the beef cooked and the rice is slightly crisp. Serve while the beef pepper rice still warm. Enjoy!
